Haoyue was born in Guiyang. She was influenced by her family to learn the violin at the age of 4. At the age of 9, She followed Professor Gong Ke of Guizhou University to learn the violin. In 2004, she studied in Austria and was admitted to the Universität für Musik und darstellende Kunst Graz. She taught piano under Maigread Maccrann, chief of the Vienna Radio Symphony Orchestra. In the same year, she was admitted to the Universität Mozarteum Salzburg, following Professor Harald Herzl studied violin performance. In 2009, She was appreciated by the Swiss cellist Stephan Goerner and continued to study chamber music with him at the Graz University of Music. During her study, she won two consecutive scholarships from three national music universities in Austria. In 2011, she received a master's degree in chamber music from Graz University of Music. In 2013, she received a master's degree in violin performance from Salzburg University of Music with the "excellent" honor, and then participated in the world-famous Violin instructor Zaha Brown's training course in Switzerland. 

Since she was a student, Ms Liao has participated in international performances. She is fluent in German and English. In 2007, she was invited to participate in the TRENTA FORUM held by the Vienna Philharmonic Orchestra and made her debut as a soloist in the Golden Hall of Vienna. She joined the Wiener Philharmoniker at the Salzburger Festspiele in Austria in 2008-09. In 2009, She was hired as a tutor for the Indiana MAYO American International Youth Music Festival. In 2011, She won the best stage award in the audience selection of the "Moritzburg Music Festival" in Germany. In 2016, she performed as a soloist at the iPalpiti International Music Festival in Los Angeles, USA, and was awarded the title of "Outstanding Musician" by the Los Angeles government. 

She has appeared on the stage in international music in more than a dozen countries and regions around the world, including the United States, Israel, Cyprus, Germany, France, etc., and has also deeply engaged in chamber music. The musicians she has collaborated with include cellist Misha Maisky and violinist Julian Rahlin. Ian Rachlin and Alex Igudesman, etc. As a soloist, she has toured more than 30 times in China with European orchestras such as the Vienna Waltz Philharmonic Orchestra, the Vienna Vocal Orchestra, and the Spanish Palencia Municipal Orchestra. 

After returning to China in 2014, she joined the Guiyang Symphony Orchestra as principal violin. In 2015, she founded the Liao Haoyue Music Studio and served as the artistic director. She initiated many educational, public welfare and music projects. At the same time, she was active in the domestic music scene as a soloist. Planned and performed solo concerts in Ningxia, Chongqing and other places. She has performed as a soloist with provincial and municipal orchestras in Henan, Qingdao, Kunming, Shanxi, Ningxia, and Shenzhen. In addition, she is a specially-appointed national violin teacher trainer of the Central Conservatory of Music's Distance Education College, and a specially-appointed expert of the School of Music and Dance of Guangzhou University.
